SAN PIETRO MOSEZZO

PRODUCTIVE AREA ECOLOGICALLY EQUIPPED

This concerns an area situated next to the industrial area of San Pietro Mosezzo and is  part of the framework of the ”Planning Agreement” sealed 11/04/2006  by the Province of Novara, Town Council of San Pietro Mosezzo and Town Council of Novara and put into practice by the Provincial Territory Plan.

The area is situated in the immediate proximity of the motorway exit Novara west of the A4 Turin-Milan motorway and to which is directly connected by a new road.

The first installation of the industrial area, situated west of Novara, goes back to the 70s and represents the productive expansion of a more recent formation of Novara’s conurbation, developing itself mainly and spontaneously along the main roads.

The reasons from the start for locating a productive area of this size in this collocation has been the nearness to the Malpensa hub and consequently the proximity to the High Velocity railway Turin-Milan (an industrial type induced airport and services, managerial activities of multinational businesses, scientific research and technology, advanced services offering support to new activities, residence and high quality services) – in second place, the connection with aspects tied up with the number of proposals that the territory is able to supply with its structures and infrastructures (positioned half-way between the urban and industrial basins of Turin and Milan, strategically positioned in relation to traffic currents arriving from the north and bound south, motorway and railway connections with the important areas of Turin, Milan, Genoa and the Swiss basin, the qualifying presence of the Ticino Park, good availability of land compared to the neighbouring Lombardy areas.[1].

Therefore this area, which will configure as a Productive Area Ecologically Equipped (APEA), together with the productive area due west of the chief town, will form a new productive division.

To put into practice this procedure executive urban instruments are necessary.

It will be the duty of the executive urban planning, whether dealing with public or private, to totally and definitely structure the respective areas, in particular the main and secondary road systems which will be organized rationally and hierarchically, depending on the formation of the intervening lots, for the configuration of the area as “productive areas ecologically equipped” (APEA), for the conformation and finishing details of the buildings, for the project of the green areas and the environment around the constructions, for the correct insertion and evaluation of the rural nucleus remaining.

The new installations, are to be put into practice with criterion so as to make them equal to  “Productive Areas ecologically equipped”, will be totally responsible for carrying out the project, unburdening the Town Council of all honours.

The resources needed to activate the process of urban recuperation and requalification on already existent infrastructures and environment in these industrial areas, will be able to gain from the insertion and realization of new productive areas, by activating a virtuous process of investment with returns.

The area concerned is of about 30 hectares for the Northern area and 23 hectares for the Southern one. Both are situated near the already existing industrial area of San Pietro Mosezzo which is destined to installation of an economic nature: productive with a mixture of functional destinations, as well as for the relocation of activities already present on the territory coming from urban areas or productive areas which have inadequate access or difficulty to expand.

Procedure will be carried out with executive urban instruments, with a distinction for Northern and Southern areas, whether public or private; for the North, in the case of intervention of sub-area division, of areas already mapped in the town planning, the co-ordination of the predicted interventions will be prescribed[2].

AS FAR AS REGARDS THE TERRITORIAL REQUIREMENTS, URBANISTICS, BUILDING AND ENVIRONMENTS OF THESE PRODUCTIVE AREAS ECOLOGICALLY EQUIPPED, IT IS IMPORTANT TO UNDERLINE THAT THE ADOPTION OF TERRITORIAL, URBANISTIC AND CONSTRUCTION STANDARDS REPRESENT THE FUNDAMENTAL INSTRUMENT FOR A CORRECT AND FAVOURABLE INSTALLATION OF A TERRITORIAL  APEA, AND THAT  MINIMUM REQUIREMENTS IN RESPECT TO THE REGULATIONS IN FORCE ON THE SUBJECT, ARE DICTATED BY THE PLANNING AGREEMENT AND BY THE NORMS OF THE GENERAL REGULATORY PLANNING
