FONTANETO D’AGOGNA

PRODUCTIVE POLE OF SAN MARTINO WITH A PRODUCTIVE AREA ECOLOGICALLY EQUIPPED

This concerns a “productive pole” localized north east of council territory placed in the vicinity of the motorway exit at Borgomanero on the A26 Genoa-Gravellona Toce.

This area is of about 19 hectares and represents the Council’s productive expansion. It has been organized into lots according to the traditional town planning system of such installments.

The Council’s analysis of the actual situation underlines how the level of profit in the various productive sectors, whether farms, artisan or industry is of a good level and plays an important role in the local economy.

The need to individuate further productive areas with zonal continuity and structural integration in this locality has, therefore, been considered, so as to satisfy the increase of internal and external demand, and, according to the analysis data, foresee the right type of firms, activities and workforce depending on local requirements collected in the survey[1].

Apart from the consolidated areas, a new area has been individuated under the “Planning Agreement” sealed on the 16/3/2010 by the Province of Novara and the Council of Fontaneto d’Agogna and put into practice by The Provincial Territorial Plan. The area, situated north of the motorway exit belonging to the St. Martino nucleus in the proximity of the already predicted tourist-commercial area, will become the Productive Area Ecologically Equipped (APEA St. Martino North) and will be able to unite economic and social needs to environmental features, and characteristics of the urban project to a complex of integrated services, so as to offer businesses the possibility to re-locate or begin new installations, in these strategic areas.  In view of rationalization of access roadway systems ‘above council level’ (SP 229) and in keeping with land reduction, access to both the commercial and new productive area by means of a common  roundabout has already been planned.

From a quantitive point of view, the new productive installment (APEA of St. Martino) foresees a territorial surface of about 9 hectares, from which ground for vehicle parking, facilities and green areas equal to at least to 20% and land destined to roads must be put aside (the proposal contained in the General Variant predicts about 27% including the areas of intervention of environmental mitigation). From this subtraction the land surface for business installment is equal to about 6 hectares.

These areas are destined for new installation of an economic-productive activity with a mixture of qualifying functions, as well as for the re-location of activities already present in the territory.

The area to the extreme south-east of the productive pole, adjoining the river Agogna, will not be available briefly as it is subordinate to the realization and consequent testing of the Safety Project in that area.

AS FAR AS REGARDS THE TERRITORIAL REQUIREMENTS, URBANISTICS, BUILDING AND ENVIRONMENTS OF THESE PRODUCTIVE AREAS ECOLOGICALLY EQUIPPED, IT IS IMPORTANT TO UNDERLINE THAT THE ADOPTION OF TERRITORIAL, URBANISTIC AND CONSTRUCTION STANDARDS REPRESENT THE FUNDAMENTAL INSTRUMENT FOR A CORRECT AND FAVOURABLE INSTALLATION OF A TERRITORIAL  APEA, AND THAT  MINIMUM REQUIREMENTS IN RESPECT TO THE REGULATIONS IN FORCE ON THE SUBJECT, ARE DICTATED BY THE PLANNING AGREEMENT AND BY THE NORMS OF THE GENERAL REGULATORY PLANNING
